Picking the wrong FSSAI category causes rejections and penalties. Here is how categories work after the 2026 revision.

Three categories
- Basic registration — small food businesses below the registration turnover limit
- State licence — mid-sized businesses operating within one state
- Central licence — large businesses above the central turnover limit
Limits were revised in 2026
Turnover thresholds for each category were revised in 2026, replacing the long-standing limits. Many guides online still show the old figures — always check the current limits on the FoSCoS portal or ask us before you apply.
Who needs a central licence regardless of turnover
- Importers of food products
- Many e-commerce food business operators
- Head offices of businesses operating in more than one state
- Units in specified categories notified by FSSAI
Documents you will typically need
- Identity and address proof
- Premises proof and layout
- List of food categories and products
- Food safety management plan
- Water analysis report (where applicable)
- Equipment list (manufacturers)
